The firm provides a comprehensive range of services to clients engaged in the telecommunications, Internet, and cable services fields.
The firm prepares all forms of regulatory filings for cable service providers and competitive local exchange carriers before the New York Public Service Commission; and provides representation relating to rulemaking and policy review activities before that agency and state and local legislative bodies and committees.
The firm represents clients before local governmental bodies on matters related to franchising, permits, ownership transactions, compliance disputes, taxation, land use and zoning, and the adoption or implementation of local regulatory laws or ordinances.
The firm provides permitting support for facility siting, including filings required under the State Environmental Quality Review Act (“SEQRA”) and consultation with, among others, the Department of Environmental Conservation, the Office of Parks, Recreation & Historic Preservation, and the Adirondack Park Agency.
The firm represents clients before other State agencies including: the Department of State for corporate and trade name registrations and review of local laws, codes and ordinances; the Department of Taxation and Finance on corporate and sales tax disputes; the Department of Transportation on highway permitting and fee matters; the Department of Labor regarding compliance with its employment and prevailing wage rules; and the Office of Real Property Services for reductions to special franchise and real property tax assessments.
The firm prepares Federal Communications Commission (“FCC”) filings for system registration, signal carriage and ownership reporting, and provides similar support for reporting to the U.S. Copyright Office as well as for resolution of FCC and copyright fee payment disputes.
